I know that there are a number of bias complaints filed but I have never heard of any action by ssa. I know most complaints are not supported. But what happens if a complaint is filed? Is the ALJ contacted?

You might wish to review the 6/24/13 AALJ Newsletter, and SSR 13-1p. My understanding is that yes, the ALJ is informed at some point.
Also, folk on these boards have previously discussed allowance rates, whether dismissals are included, etc. One of the attachments to the newsletter gave 2012 allowance rates - EXCLUDING DISMISSALS. The mean was 57.13% allowances, with a std dev of 16.31%. I kinda skimmed the report, but I think it referred to "oultiers" being "retrained."

This is apparently a hot topic right now. I had two different ALJs talk to me today about watching specific language as to not "inflame" or otherwise upset the claimants when writing decisions that might also have issues regarding potential fraud or misuse. The gist was to tip toe gently into the topic but don't invite a bias complaint. Alrighty then!
