Didn't I just see a solicitation for the NHC there? You did, but that NHC only has about 4-5 judges so it wouldn't surprise me to still see a long transfer list to get in.

I thought I read somewhere that the NHCs weren't on the transfer list only the regular hearing offices??

You read correctly. There is a hearing office and a NHC in Albuquerque. There are 7 on the transfer list to get into the hearing office and a solicitation was just made for the NHC. You have to apply for the NHC, because it is considered a management job, and they won't just transfer you in.

If enough and suitable ALJs apply, they hire from that pool. However, if there are not enough standing ALJs who want those positions, they will then go on a cert and get a new hire. Albuquerque is a very popular location so I doubt they have had many if any new hires off a cert. St Louis NHC however, is constantly churning through hires, so they take new hires frequently, there were two in my class. So to answer your question, I doubt there will be a new hire off the newly created register for Albuquerque. It's not impossible, but improbable.
