A transfer list was posted a few months ago. Since then, offers have been made to some judges on the transfer list. At least one judge in our office is on two transfer lists for offices close to his home and has not heard from either. Another has been offered and has accepted a transfer. The movement seems to be in anticipation of getting a cert list, but it's hard to tell exactly where they are on it based on what has happened/not happened in my office. If there is a new transfer list and somebody can post it, that would be interesting reading for all. I am new to SSA and was not around when they allowed people to modify their GAL lists, but I heard that they were only allowed to narrow their lists, not add locations. Does anyone know for sure how that worked? Not that what happened last round has been an indication of this round, but I'm curious. The transfer list is occasionally posted by an ALJ with access. However, it is published without names. The transfer list changed with the new ALJ contract. Previously, an ALJ could only request 3 offices to transfer to. Under the new contract they can request up to 5. This will make parsing any anonymized list virtually impossible. In 2012 the people on the register were allowed to add offices to their GAL. That appears to be the only time that has ever happened and the consensus on the board is that is unlikely to occur again any time soon. In past certs you were allowed to remove offices from consideration.

Yes, all indicaitons are that this will be a cross off Cert--you will be allowed to eliminate not add.

I hope we get the chance, I would like to chop off about 25 cities from my 85 city list. Some are so far North, I could probably commute from Canada if I'm lucky enough to get an offer.

In summer of 2012, OPM allowed people to add or remove cities from their GALs. Unprecedented at the time, not likely to happen again soon.
When SSA issues notices on a cert, they include a list of the cities on the cert that are on your GAL. You can remove cities from your GAL at that time, (SSA shares the info with OPM) but you can't add cities in that process.

Congrats to those successful in this very competitive process. I didn't make the DC cut. If I appeal, will I receive my phase 2 score? Will I receive my scored phase two responses? I see the value of appealing if you made it to DC, but for those of us who did not, I don't know if I'll gather any information that will help me apply next go around. Thoughts?

The formula is pretty straightforward. Limited GAL limits your chances of selection. Higher your score and broader your GAL the better your chances. That being said, it's a huge crapshoot and SSA's selection process in the past has been anything but straightforward. Lots of talented people, high scores, and strong backgrounds were three struck by SSA. Many of them found ALJ positions in other agencies. Actually a few of them did. Many never got selected at all. I know of one person with an 84, government attorney with stellar record, never got an offer and decided not to participate on this register.
Know one thing for sure. If you fail to get an offer it has NOTHING to do with your abilities, your talent to be a good judge, or your worth as a human being. SSA is a dysfunctional workplace with a myriad of management problems, so if you get passed over consider that sometimes the universe takes care of you in ways you cannot always undertsnd.

You won't receive any info other than whether your appeal was successful or not. Those who did move on didn't get their Phase 2 scores, either. If your appeal is successful, you'd be allowed to finish the testing (and could theoretically be disqualified again at the DC phase, unfortunately). I don't think you will learn anything in the appeal that will help you if you test again. That does not mean you should not appeal. If you are not a 10 point vet who can retest anytime, appealing makes sense in that you have nothing to lose.

The transfer list is posted on the Union web site aalj.org. However, I do not think that it can be accessed by non-members. If you are an ODAR insider, ask an ALJ in your office who is a member to print a copy of the list. It is posted three ways, alphabetically by ALJ's last name, by where transfers are to, and by where they are from, the last two by Region.

You can google SSA Hearing Office Locator and see all the Hearing Offices. The other agencies have much fewer offices and you can google them separately. Good luck!
