Okay guys and gals - I have read this and read this. Mine says: "The numerical rating assigned to you is on a scale of 1-100, excluding veterans' preference. If you claimed veterans' preference and submitted the required documentation, five (5) or ten (10) points, as appropriate, were added to determine your final numerical rating." So, do they mean the "scale" excludes veterans' preference at this point (in other words, if you are a 5-point, your "scale" is from 6 to 105 and a 10-point's "scale" is from 11-110)? Because this is not crystal clear that the number at the bottom includes those 10 points or not (although, I believe it does and represents the final numerical rating) - that first sentence is confusing unless you really parse it. Or is it just me? I take it to mean that the scale is 1-100 for everybody. If you get veteran's preference, it does not change the scale, but your points are added to your score. Your final numerical rating includes those points and can exceed the scale, but the scale itself remains the same.
So this is one of the few times a person can say "I gave it 110%" and really mean it.

The 10 points are added in the score as indicated above. With my score it would be impossible any other way. I'm a 10 pointer and my score MUST include the 10 points as I could never get the score I got without the 10 points. so your score is in excess of 100? that's the only way your statement makes sense, if I understand it correctly. I had the same question as the other poster - the email from OPM is so poorly written that you can't tell for sure whether or not your rating is the final rating, i.e., whether or not veterans pref points are added or will be added later when we get the next email with the "final numerical rating". Just joking on score but the email states clearly that the score in your NOR includes your VP points

In addition to information for appeals, could the subsequent email define "final numerical rating" as your rank on the actual register? Won't that be when we learn the size of the register?

OPM is not going to rank you on the Register. The polls here are the best indicator (albeit the only one) of where you stand. For those that never see this Board they will never know.
