With some regret at my late arrival here and the fact that I submitted a relatively small GAL, I'm wondering if the statistics in each office might have an impact on hiring opportunities in that office. I think others have posted that the primary driver is the number of available desks in the office, but at some point, does the agency have to do something to add desks to deal with the numbers?

Short Answer: No. They assign out-of-office ALJs and other resources to handle cases in overworked areas if necessary. There are places called "National Hearing Centers" that hold hearings through video teleconference in the areas with the greatest backlogs, for example.
