Can anyone share information about any agencies other than ODAR which might be requesting a cert in Fiscal 2014? Thanks.

The only other agency that hires from the register very much and might hire more than one person is OMHA. Their locations are limited, though, so your GAL has to match and your score has to be high.

As observer53 says - it is virtually unheard of in recent memory of agencies other than ODAR and OMHA to hire directly from the register. In virtually all other cases, I think the agencies poach from other agencies, usually ODAR, to bring in ALJs.
I believe there are rare circumstances where an agency (and the example I'm thinking of is NRC) hires "judges" (and called Adminstrative Judges by the NRC, so as to completely remove any confusion with ALJs), but that does not appear to be a regular or routine type of hiring. They do not go through the OPM system at all.

According to a chart I found attached to an OPM report on its process of ALJ cost-sharing, as of Dec. 2010, 25 federal agencies employed ALJs. Of those, 17 employed fewer than 10 judges, with most having between 1 and 4 judges. Of the remaining 8 agencies, employing a total of 1,658 judges, SSA had 1,448, leaving only about 200 slots for all of the other 7 agencies.
And even if an opening occurs at a non-SSA agency I would not hold my breadth for a cert. In Jan. 2014, both the DOL and the SEC posted openings for an ALJ. The DOL has about 44 ALJs and the SEC has 3. However, they specified that only already-sitting ALJs, or former ALJs eligible for reinstatement, could apply. This morning HHS posted on USAJobs openings for 3 regional Chief ALJs at the ALJ-02 level, again with ALJ-01 status a requirement. If HHS fills those slots from within its own ALJ ranks, it will be interesting to see if HHS pulls a cert to fill the ALJ-01 opening(s).
It seems pretty clear to me that if your goal is one of those non-SSA agencies, your best bet is to get in at SSA and wait for a chance to apply for an opening somewhere else when (and if) one appears.

Under the prior register less than 10 people were hired off the register for an agency other than SSA. All had scores between 80-92.
