I just do not understand why agencies with IT needs cannot look to agency that have put significant IT projects in place to see how to do it right. Storage of vast amounts of data and rules-based processing is precisely what technology is good for.

In fairness to OPM, converting everything to electronic forms takes a substantial amount of money. It's not as if Congress has been throwing it around recently.

Mostly just stunned at the terrible publicity. The story of endless numbers of Federal employees toiling away shuffling paperwork in an old mine...well, you just can't make this stuff up. Bad for OPM and bad for all Federal employees. Good news for people who want a Federal government small enough to drown in a bathtub. Hopefalj is right, though. I can imagine with the current climate in congress the idea of allocating money to OPM is probably very low on the list. When I was with the VA we had to deal with the issue of military personnel records that had been lost in a fire. In 1973 a warehouse fire destroyed 16-18 million personnel records. I imagine it would take a tragedy like that to get the funding to update IT at OPM.
