Since they have now set a precedent by opening GALs in summer 2012, they may look at that again sooner rather than later, once they get a picture of how this whole new process works in terms of time. I don't see them doing it yearly, but, with the work of making a cert for each city, it might well help them to have current info on who really wants to be there. Correct me if I am wrong stretch71, but didn't OPM in the past do a refresh or two prior to allowing a change in GAL locations by candidates? They had never before allowed changes in GAL outside of a new register or a refresh. Yes, there was a refresh of the 2007 register in Nov 2009, which was completed in May 2010. The 2012 GAL change was, it seems, because SSA was thinking the register had been picked over, and wanted to make it bigger without the expense of a refresh. It worked in that most people who changed them made them bigger. They might wait much longer before doing it again, but the separate certs for each city now make the accuracy/ currency of GALs a little more important, maybe. Gary, I don't think they will wait that long, but we will see. The appeals, if they ever get to them, will potentially add some people too.

I could see SSA talking OPM into expanding GALs a bit sooner than I suggested. I doubt OPM'll be up for a refresh any sooner than necessary.
