I'm not in this boat unfortunately, but a question just occurred to me.
If you get certed for a location by ODAR, Kansas City for instance, and you strike it have you also struck that city for other potential agencies or only ODAR?

The ALJ Job Announcement says:
"If you decline to be considered for any location(s) for which an agency is, at that time, seeking to consider you, you will be removed from further consideration for the location(s). Again, you will not be able to reinstate the location(s) until the next ALJ Job Opportunity Announcement filing period."
The reference to being unable to reinstate "until the next ALJ Job Opportunity Announcement filing period" suggests to me that striking a location for one agency is striking it for all agencies.

Let's say that someone gets a cert notice but for cities they don't really want to end up; and along with the cert notice, a request to supply additional paperwork (references and such). If they simply fail to return the paperwork, rather than interview and decline a job offer, will that avoid the rule about getting removed from futures consideration for those locations? The job description isn't clear on whether that counts as declining an offer for a particular location. Maybe, but you're going to have to get yourself unsuspended before you'll get on another cert. See: "If you become unavailable for consideration for a period of time, you should request to have your name suspended due to unavailability from the register. Such requests for suspension, as well as requests to have your name restored to the register, must be submitted to aljapplication@opm.gov. Requests to end the suspension due to unavailability and have your name restored to the register will be accepted as long as the register on which you were placed has not been terminated, and you continue to satisfy the licensure requirement. . . . If your name is referred for consideration from the register, and you fail to respond to an inquiry from the prospective employing agency, you will be considered unavailable for appointment, and your name will be suspended due to unavailability from the ALJ register until you request to have your name restored to the register as described in the preceding paragraph."

I believe that once you remove a city, it is removed for the purposes of the register and not just the agency. So removing a city on the cert emails we get would remove that city from consideration for all agencies.
