I think there's a couple of things going on here. You made several SSA certs for a number of cities from your GAL. SSA asks you to rank them and even cross out a few. Let's. Say you rank the top 10 cities you really want SSA to consider you for, but you cross out the other cities. As to the question of whether you are banned from those cities forevermore, it depends on the agency. For OPM, they don't know that you crossed them off when SSA asked you to rank them, so unless SSA tells OPM about this, OPM will continue to consider you a candidate for those cities.
For SSA, I admit that I have no idea of what notes they keep on us from cert to cert, but I do know this: if you rank a city to be considered for and you get an offer but need to decline THAT city only, SSA will no longer consider you for that city for the life of the register (not sure how a refresh effects this). I know 2 folks who this happened. Happily they were contacted for other cities on future certs. Hope this helps.

Yeah, actually, the you-decline-it-you-lose-it rule is from OPM. It appears in the original job announcement, viz
Non-Availability or Declination of Employment Consideration: As stated in the Geographic Availability section (see below), "If after selecting your geographical location(s) you decline consideration for a geographical location(s) for which you indicated availability, you will be removed from further consideration for that location(s). You will not be able to reinstate a location from which you have been removed until the next ALJ Job Opportunity Announcement open period." If you decline to be considered for any location(s) for which an agency is, at that time, seeking to consider you, you will be removed from further consideration for the location(s). Again, you will not be able to reinstate the location(s) until the next ALJ Job Opportunity Announcement filing period.
So it looks like if you scratch a city, it's gone until they open the Register for new applicants n- meaning either a refresh or a closing of the current Register (not likely to happen for at least a year) and a new announcement and vetting to create a new Register (like they did in March 2013).

Yes. If you take it off your list when returning cert paperwork, it is gone for all purposes with OPM. A GAL expansion without a "refresh" (not going to explain this as it has been in other threads) is a very very rare thing and I have not seen it. So questions related to this may not have an answer at this point ... uncharted waters. Not to mention, there are many things about this new register that are totally NEW. Like the requirements, testing, allowing more to pass through, etc. So who knows!

The GAL modification without a refresh has (according to reports) happened once before. I wonder if there is any Board member who remembers it and can let us know how OPM handled the stricken city issue then?

I did not have eliminated cities, but if I recall correctly, it was an entirely new question with all the locations available to be chosen from, so I presume without warranty that the eliminated ones could be reinstated.

If you made it onto a cert and declined at that time to be considered for a city on your GAL, can you add that city back as part of a GAL expansion? I would think so.

There are some very odd things about the way the system works. For example, the cert for Dallas would include both North Dallas and Downtown offices. One office could work for a candidate, but not the other, depending on where he or she lives (it's a huge metro area). If you turn down an offer for one office, you will not be on future certs for the location, even if SSA wants the candidate, and the candidate would accept an offer for the other office.

I told my wife I might have the opportunity for a GAL expansion, and she thought I should think very hard before expanding my GAL! I clarified it would just be a GAL modification, and she said I better not even think about modifying her!! . Sorry, it's the vacation vino encouraging my bad jokes! But could not resist (for which I have also been given spousal warnings!).

You can actually go wide open at the OPM level and then remove cities when you get referred for a Cert. I will probably do that myself if OPM offers the opportunity, just so I can take a second look at a few cities that I had previously declined, mainly due to distance.
