Dude, you better be joking. it says regularly scheduled maintenance Of course it says "regularly scheduled maintenance," OPM doesn't want to strike fear into the hearts of the applicants. OPM monitors this board, and it knows the confusion/fear factor when anything out of the ordinary happens. Not to mention the gullibility factor ;-)

Please tell me how to access Application Manager. The only thing I can access is USAJOBS.com and my status has remained the same since 2013 even after testing and invitation to expand GAL.

Open your usajobs account. 2. Click on application status. 3. Find the ALJ job. Near the bottom of it you should find a link for "more information." (If it's not there you are likely in the group that can't access Application Manager.) Click on "more information." 4. A couple more clicks and you're in Application Manager.
