A job posting on USAJobs opened on 3/29/16 and closes 4/4/16 for 28 Human Resource Specialists for ALJPO (ALJ Program Office) to assist in the ALJ hiring process, specifically to conduct preliminary qualification (PQ) review and then to support Structured Interviews (SI) over the course of several months. The posting says OPM expects to make final job offers to the applicants for these HR positions within 40 days after the posting for these HR Specialists closes. iirc in 2013 that much time did not lapse between the application and the finalization of the initial screening of the preliminary qualifications; if that means resume, 7 years of experience and bar license.

3/5 to 3/15 JOA open for applications
4/11 Email with invitation and link to online component
4/29 to 5/10 Link to online testing available for use

I'm thinking PQ includes the online component not just the application materials due on 4/8.

My suspicion is that these are all the folks and that no processing will take place until they are onboarded. I hope that I am wrong but that is what I believe is going to happen.

Are you trying to win a popularity contest? Seriously, before anyone thinks for a second I am doubting gary's sincerity or thoughtfulness in his response please understand I do think he is giving his best guess and it is based upon the way the process has played out historically. I think there is a strong basis to believe he is correct. I just think that OPM may not have been ready to start the process and that they were put in this position by the statutory requirements.

My estimates were based on what they did in 2013. Gaidin makes an excellent case that OPM will not be able to keep to that schedule. I would add that almost up until the start of this JOA open period, OPM was busy finishing up getting out NORs, putting new people on the register, and responding to cert requests. It may be that the more confusing application system and the omission of at least one locality on the GAL Update Word document are symptomatic of OPM having been required to start this process before it was ready. This all would make Gaidin's estimates more likely accurate. I am still guessing the dates will be the ones I gave, but as you can see I am by no means confident I am correct. So everyone gets to choose their own poison.

While I hate the idea of supporting Gaidin's (you may have to wait) theory it likely is accurate. Otherwise, why would OPM indicate desire to hire within 40 days of the posting---in govt hiring that is warp speed.

I also don't think it presents any issues in terms of whether the test was administered "fairly". I do wonder though whether they are just willing to let people review the docs remotely though?

There was a statutory deadline of April 1, 2016, for it to occur.

The Bipartisan Budget Act of 2015 includes this provision: "(a) IN GENERAL.—Notwithstanding any other provision of law, the Office of Personnel Management shall, upon request of the Commissioner of Social Security, expeditiously administer a sufficient number of competitive examinations, as determined by the Commissioner, for the purpose of identifying an adequate number of candidates to be appointed as Administrative Law Judges under section 3105 of title 5, United States Code. The first such examination shall take place not later than April 1, 2016 . . . ."
