Hypo- say an odar attorney with 10 years as a GS 12 writer becomes an supervisor for 5 years. If he or she makes the cert, and interview, what are they going to look at for a reference? Productivity?As a Group Supervisor? Prior to that when he or she was a writer? I am sure there are quite a few certs in this hypo. Anyone with any ideas?

The references will be queried in such a way that will enable SSA to determine if you are all smoke and mirrors and find out if the reference thinks you will fit into the SSA corporate culture. From where I sit it seems that SSA corporate culture is more and more following the Japanese business model. Loyalty is demonstrated by words and actions. In other words, do you talk the talk and walk the walk? If your references include ALJs they will undoubtedly be asked if they would like to see you assigned to their office. A "yes" answer may not do you any good but a "no" answer will certainly do you harm.
Anyway, that is how I see it.
