If SSA wants to hire two or three ALJ's at Site Unpopular, does it get one list of three from OPM or does it get six names or nine?

If SSA wants to hire two or three ALJ's at Site Unpopular, does it get one list of three from OPM or does it get six names or nine? OPM provides one list. SSA breaks it down by site and score using information from OPM. OPM does not make separate lists for each location.

It will get three names X the number of positions it intends to fill. If there are two openings, six names will be made available for consideration. Three openings in one location will require nine names to be submitted. This process is unfamiliar to outsiders, and I am trying to explain it in a way that can be easily visualized by someone not familiar with the system. The form in which the list is sent to SSA is not improtant. What is important is the concept underlying the process. Pix.
