From some PM's I have gotten, it is apparent some misinterpret the nature of the transfer list .
It is NOT a list of those being transferred.
It IS the "wish" list of ALJ's who want to be transfered. There are 3 lists. One is alphabetical. Of the other two, one reflects sites TO which judges desire to be transferred and are grouped by region. The other shows the sites from which judges desire to be transferred, grouped in the same manner. The agency is supposed to go down the list for a site and offer transfers before it hires a new ALJ for that site from a cert. I believe the agency has been doing just this.
What the list can show is that if you want to be hired for Albequerque, NM [let us leave aside the issue of the National Hearing center located there]. and no where else, then your chances are diminished because 8 judges want to transfer there and only 1 desires to leave All hope is not forlorn because in this economy I have noticed a high number of judges declining a transfer offer from the agency. New judges were placed in June to sites with multiple ALJ's on the transfer list to that site.
It still boils down the the first rule -- the more places you list, the more opportunity you have to be selected.
