I received similar information from a friend of mine who is also an ALJ. That is, while OPM may not let one change the geographical preferences that one listed in the official application, SSA may offer one the opportunity to alter one's geographical preferences.
Can others confirm? Thanks!

I can confirm that OPM would not permit any alteration of geographic preferences once your application is submitted and the application period is closed. I tried to add a geographic preference a week prior to the scores coming out. OPM advised that you can't make any alterations until the application process opens again. There may have also been a 1 year minimum waiting period, I forget.

Remember that what all currently sitting ALJs went through was under the old register where people may have been for years, thus OHA asked them to update their geographic preferences. The current register consists of people who just gave their preferences. ODAR may not give people an opportunity to change this time. Only way to find out is when the interviewing starts.

Odar only allowed us to remove sites we had previously given to OPM. We were never given chance to add sites. I was in 2001 class. I suspect ODAR can't allow you to add since that is a record of OPM and it is OPM's responsibilty to maintain the list including sites to which you will go.
Personally I am in favor of a method of allowing candidates to alter site selection before a certificate is issued.

Since you were added, my guess is that SSA asked OPM for authority to add you given the unusual circumstances of the last 15 years. I see no reasonable likelihood that will be happening this year. I wish it would though.

Any thoughts on whether we will be able to update preferences a year or so from now without taking the test again? I assume yes but what do I know?

I wish it would though. I hadn't thought about it that way Chris. I was on the register for 8 years before the hiring freeze was lifted. Could it be they were refreshing the data before selecting?

That may have been the approach they took with OPM since they can't hire someone who's not on OPM's list for a specific location. Given the unsual circumsances and the age of the list, perhaps OPM allowed a limited reshuffle of lcation preferences. While OPM would not want SSA to ignore the rules, OPM seems comfortable with bending their own rules.
I was trying to figure out any other way that SSA could game the system and hire someone not on a list for a specific location but I just don't know the inner workings of SSA well enough.

Chieftain, I was told by an OPM staffer that I would be able to add locations when the register reopened in approximately one year. My understanding was that I would not have to retake the test, although I did not expressly ask her that question. I now wonder about this, however, as it appears that a person on the register can retake the test and not have to go through the initial application process.
