To All Administrative Law Judges:
This is a follow-up message to all judges clarifying when an ALJ is eligible to be added to the reassignment register, pursuant to Article 20. The enter on duty date is Day 1 and requests will be accepted as of the 91st calendar day with the appropriate postmark. All requests postmarked prior to the 91st day will be returned as premature. Should the 91st day fall on a Sunday or Federal Holiday, when the US Post Office is not open, then the next business day will be the earliest day that requests can be postmarked to be added to the Reassignment Register.
Therefore, it seems to me that the first date the new class who started on 6-21-09 can request a transfer was 9-19-09 and the first date the new class who started on 7-19-09 can request transfer was 10-17-09. Apparently, those who requested earlier will need to re-submit their requests.
