Does anyone have a guesstimate of when the position will open again? In the past, has it opened about once every two years or so? I realize that no one knows for sure, but all thoughts on this matter will be greatly appreciated.

The current register expires in October 2010. If you are not prepared to file an application with in a few hours of notification by the end of April 2010, you will be a mere spectator, not a contestant.

It opened May 2007; July 2008; and November 2009..so looks like an average of 15 mos.

Don't rely on the 15 month average. Remember that OPM told everybody placed on the register in 2007 that they are off in October 2010. There are a couple of things that could happen. In October 2010 OPM kills the current register. To do that they will need to open the test in April or May 2010 so that a new register follows the closed register. The other option is that the people who just filled out the application get 3 years when they get their scores and become the basis of the new register (maybe with a test every year or so) so that there is a rolling replenishment of the register. Or OPM could do something totally different -- after all it is the government and they are here to help us.
My guess (no inside knowledge) is the three year rolling register.
