Are there any other factors (besides score) that can make a candidate more desirable? Does GS level matter if not working at SSA? For example, is a GS 14 more desirable than a GS 12 or 13? what about additional degrees such as an LLM? Work experience in administrative law? Or is it all just a mystery?

In terms of SSA, I think the SSA interview is really critical, to see if you "fit". Good references help, bad references can kill you. I don't think additional degrees matter much at all. GS levels for current fed employees won't matter much if there's an issue with the interview or references. Actually, your last question is, in the end, the most correct answer.

Once you pass the OPM hurdles (a substantial accomplishment) and SSA can get their hands on you, my perception is SSA gives not a TWIT about GS or degrees. They want somebody who will hear and decide cases (lots of them) with no drama. If you can decide them correctly, that's a bonus.
