Will current SSA ALJ's be given one more chance to submit transfer requests once the new register is completed or when the certificate is sent over? How does that part of the process work?

There is no connection between ALJs asking to be put on the transfer list and the request for a certificate by the agency. Thus, ALJs can request a transfer at any time. SSA is in the process of putting together the list of where they want to put ALJs. Once they have compiled that list, they will take the transfer list as it exists on that date and make reassignment offers to judges on the list. Once that is done, and OPM announces the register is complete they will ask for a certificate. They never announce to the ALJ corps "file your app now because on X date we will make decisions."

Of course, anyone interested in transfering has by now heard of the impending hire and shoud have already put their name on the list.
