Does anyone know what it means if OPM designates you as a "priority consideration" for a particular location? I can tell you this is a real thing, just not sure what it means.

The only time I have seen this was when an applicant had previously won an EEOC complaint and this was part of the settlement/award. It meant if a like position became available as the one the claimant had complained against they would be looked at before all others, but did not guarantee that they would be hired.

In practice, priority consideration may be accorded an applicant for the same or similar position for which the applicant was previously nonselected (e.g. as part of a resolution of an EEO complaint where the complainant alleged discrimination in a nonselection case). When the next opening occurs for that same or similar position, the applicant's file is given to the selecting official for an up or down hiring vote before the selecting official can consider anyone else to be hired into that position. As was said previously, it's not a guaranty that the applicant will be hired; only a guaranty that the applicant will be considered first before considering anyone else.

In what context do you know it to be a real thing? I was placed on the register after a successful appeal. Later, SSA called me to set up an interview for a particular location and told me that OPM had granted me a "priority consideration" for that location. When I asked what that meant, I was told that "In simple language… OPM asks us to consider you first – before anyone else. The selecting official needs to decide if he hires you or not without considering anyone else. Did you file an appeal? That could be a result of your appeal." Nothing ever came of it because I turned down the interview opportunity, as my family circumstances had changed and made that location a bad fit.
