My guess is that calls will be made during and outside of normal business hours. I spoke with a judge who was hired about two years ago and he said he received his offer by phone after 7 p.m. eastern time.

Calls can come at any time, not just normal work hours in eastern time. When I was selected the call came (to my message in box) long past 7:00 p.m. eastern. One of my friends and fellow judges got the call on his cell phone while he was on vacation in Tennessee.

Here's the thing, Zia, I try only to speculate about something like that when I have enough information to make a reasonably informed guess. I would hazard that some of the cities will be ones which lost ALJs to transfers and retirements after the first cert was requested. Which ones? Well, first you have to know which offices lost ALJs to those 2 factors, then you have to know the relative pending at those and other offices with empty ALJ offices, then divide by the phase of the moon, factor in planck's constant (6.626068 × 10-34 m2 kg / s) and multiply by the square root of the tree in the center of the forest. Nothing to it.
