Many in my class (graduated Aug 14th) were eligible to get on the transfer list as of this past Monday Sept 28, 2015. Several have already received the preliminary interest email. So the list is being worked which means after this is done, certs may follow.

Me too...and hope this bodes well for those of us who tested late Aug-mid Sept for an early answer on whether or not we made the register. Question, friends - if by some chance there is an ODAR hire between now and the end of the year, wouldn't that almost certainly be folks not only already on the register, but also those who have gone through the SSA interview, had references checked, etc.?

They could squeeze in interviews and reference checks no problem. But I regret to say I don't think they would give NORs to just some of the new testees based on time of testing. I think that would skew the ranking too much. But take heart! I rarely am right on these things and am just wildly speculating.

Well you can't get hired without all those steps being completed but they can do those steps pretty quickly. I would imagine to make this work that they would need to get started very quickly. Unless your scores come back in the next week or two you wouldn't be able to make this mythical class. The CR the Senate voted on continues government operations through December 11, 2015. That is the end of a pay period - also Merry Christmas the government is shut down - so anyone onboarding would need to start November 30. They could then train for 3 weeks assuming the government doesn't shut down and then another 2 weeks or so for Christmas and New Years then start training the 1st Monday of January. That is a completely doable schedule. It is not necessarily a practical schedule. ****I want to be very clear here I am not saying I think they will try to squeeze in a class. I am SWAGing on whether they could. I haven't heard a rumor or anything to say they would do this.****

Based on this information, I think it's looking less likely that there will be a GAL expansion before the next set of certs.

Receipt of such emails by those on the last cert could be good news for those hoping for a GAL expansion and those who have recently tested. The sooner the better for such folks. Of course, if they had sufficient candidates they wanted they could extend more offers off of the last cert, though I think this would be a break from past practices.

If they are already starting to work the transfer list, perhaps they will not be sending FOAD letters to candidates on certs for cities that were not filled in the last hire. Hoping ...

This is GREAT news! It all depends on what city you want, and in this case, the desired city matched up with no one wanting to take the transfer right now. Congrats to my classmate!

I am the classmate of Judge Ratty that received the official transfer offer today. I am exchanging a 200 mile a day commute for a 20 minute train ride to the city where I formerly practiced law for 30 years. During training, Judges Bice and Allen assured us, on several occasions, that transfers would be made when we became eligible. But I never expected it to happen in just 5 days! I am hopeful that many of my classmates receive their offers soon as well.
In the event that OPM agrees to a GAL expansion, I strongly recommend that you take advantage of that opportunity. While there is no guarantee that transfers will continue to be granted shortly after the mandatory 90 day waiting period, that seems to be the current practice. As I recall, the first group hired in 2014 also had their transfers granted very quickly.
Best of luck to all of those still waiting.

There is def no guarantee of a quick transfer. however, i agree transfers can and clearly, as noted above do happen. Also, if you can't transfer back to your first choice office, i have seen people successfully transfer to offices that are at least closer to where they were living at before they accepted an ALJ position.

beancounter, i think the answer is no. ive wondered this too. you and for that matter i may still be able to use the benefits involved in selling the old home and the temporary quarter benefits while at city x. im not sure if we transfer within a year whether that puts those benefits in jeopardy; i think we don't put whatever benefits we receive in jeopardy since we are still working for the federal govt.
If i ever have a chance to relocate, i will be asking lots of questions, including the one you raised.

No. The benefits are limited to the first location. This is the federal government; there is not much flexibility available.
I didn't look this up in the relocation regs, but am answering based on my experience with the government. Will be surprised if anyone gives a different answer. Pix.
