I have heard the rumor that 3 HODS (one of them aaa) are the only ones who have received an offer, and they were all done via email. I know it is crazy to continually question this process, especially this far into the game but huh? This would make great reality television!

If this is true then it makes sense to notify the agency people first, to give them the most notice as the agency people may be expected to be in the first class. That would give the people from the outside a chance to make plans for a later starting class.
They sure are taking their time with it, though. Pix.

Has anyone heard if Astrue spoke today? More importantly did he say anything that sheds any light for us? I understand he was to speak at 1:00. I have been unable to find anything, but you all are better at the computer stuff then I.

Wow. I bet that'll be a hard transition. I know HODs have no real control over ALJs, but I expect those elevated appointed to be ALJs will have a unique perspective on working with their new HODs.

I see no reason that an "insider would still need to be the top candidate for a location." In fact, I think that will not bear out.
The rule is that those at the top of the list will be chosen. There is no rule I know of that the candidates at the top have any choice on where to go (outside the fact that, if they are near the top they will go somewhere). I am not even sure that ODAR has an obligation to send anyone to a location they have chosen. Conceivably, for example, someone who asked only for NYC could be offered Pittsburgh without violating any statutory rules. The purpose of asking where people would go was for the convenience of ODAR (to limit the number of offers they would have to send out to get an ALJ in a specific location), not the applicants. At least that is my opinion.
I don't think it will happen, though. There would be an uproar if ODAR took that approach. I forsee all the high scorers getting one of the locations they have chosen. But ODAR will take a sensible approach and put candidates in offices where they think they will be a good fit. Hence, the HODs of offices who are chosen will likely not be asked to move. And relatively weak offices might get candidates with strong backgrounds in SSA.
Finally, my guess is that the three already offered jobs (I actually heard of four), are well within the top 144. I would like to know what the lowest score is, so that I can a better grasp of what the entire register looked like.
