I have been told by a good source that the list of sites getting judges and how many judges is being assembled but is not a final procuct.
At some point in this process ODAR is supposed to offer judges on the transfer list for any sites with planned hires at which a judge has made a transfer request; then final list is put together and a request for those sites is made to OPM. Supposedly OPM thinks it will start issuing grades in October. None of this is in stone but is an ongoing process.
If I hear of any judges being offered transfers I will alert this board. Once it gets to that stage the assembling of the final list will not take long. Rumors are for a march class if possible. In the past Falls Church has interviews before final selection done.
I was in the massive 2001 hire and I had 4 weeks notice in September to quit my job, winding down all outstanding decisions on cases already heard, and report to training in October. Many others have told me of 2 weeks notice to close private practices. Something for people to think about.
I do want to be honest and let people know that I am not in a positon to verify this, but the source has been good in the past on hires.

This will help sitting ALJs awaiting transfers, but may confuse matters regarding vacant offices for those attempting to determine where new ALJs may be located. I will keep you posted if and when I learn that transfers have been sent and/or accepted.

My reliable source doesn't say quite the same thing as kingfisher's. In fact, I suspect k's source is slightly off base for this reason: until the ODAR has hiring authority for a specific number of ALJs, they won't know which transfers they need to offer. Hiring authority is decided at, if I recall correctly, the commissioner level. It can in theory occur under a CR, so it is not necessarily true that we will have to wait for a budget for this to happen. Anyway, assume for the sake of example that OCALJ/deputy commish have rated, based on available space and backlog 175 slots 1 through 175. One half of those slots have ALJs on the transfer list (note I said slots not cities). They are slots 1, 2, 27, 28, 30, etc. If they get hiring authority for 175, OK, they can offer transfers to all the cities on the list that have transfer-in requests. But if they only have authority for 60 hires, then they would only offer transfers to those on the transfer list for the cities in the top 60 slots. Which might be only 10 transfers. Anyway, my source feels that transfer offers are likely this calendar year, but "soon" may be a matter of perspective.
