Brava Congresswoman Stephanie Tubbs Jones! She called the Commissioner to task about his testimony regarding ALJs. She made him recognize that the vast majority of ALJs are hard working, but it is only a minority that have been causing problems.

If they only have one opening in New England, then we cannot assume it will be filled by a new hire from the cert. They must offer to the 1st person on the transfer list for that office before going to a new hire. If New England is a popular area of the country, then there may be people waiting to transfer for every office. My part of the country has that "problem."
The last cert was goofed up because they failed to offer transfers before making the list of available cities. Hence the number of positions that were rolled to the next cert. The Commish may only be speaking of where he would like to put an ALJ rather than where they will actually post a new ALJ.

It is not worth parsing the commissioner's testimony. If a new location is intended to b on the new cert, they will have to work the ALJ transfer register first, or end up in the mess they had in 2001.

Yep. COSS says not true at all.
So all those posters from ODAR who pointed out the loss of staff over the years must be liars according to COSS. All those people you knew who retired or otherwise left and were not replaced are just figments of you fevered brain seeking a nefarious way to cover up "production" issues.

Did anyone hear what the COSS said about the Dallas North hearing office? I understand there was a question from Rep. Sam Johnson about the backlog at Dallas North but I didn't hear what the COSS said. I do know that he hit the Houston Bissonett office pretty hard..blaming the judges for long wait times and crying about his lack of ability to punish.
