Pixie That bit about recovering a previously awarded seems a bit ridiculous, especially based on performance. Aren’t they awarding it to you because of performance? Then they can change their mind later? Thumbs down for sure on that part. I’ve always felt the best way to ensure job security is just to act like you are an at will employee at all times. Keeps one from becoming too complacent.

Tom Rice (R-SC) is leading the charge to hold Social Security Administration employees accountable under a bill that would not allow former employees to continue collecting federal retirement benefits if they are convicted of a felony that results from their official duties. Rice introduced the Holding SSA Employees Accountable Act in response to revelations of SSA fraud carried out by government employees in recent years. HR 559: House Oversight and Government Reform Committee passed this bill on July 17th. Impacts the retirement benefits of federal employees who are fired based on a felony conviction based on actions taken in performing official duties. Repeals the special process for taking action against poor performers and streamlines the process for removal or suspension of poor performers and or employees engaging in misconduct. Addresses concerns about arbitrators overruling Merit Systems Protection Board (MSPB) precedent by prohibiting grievances based on adverse personnel actions. Employees will restricted to appealing these actions exclusively to the MSPB. Prohibits appeals to MSPB based on short-term furloughs, consistent with current short-term suspension rules. Prohibits appeals of emergency furloughs (furloughs resulting from a lapse of appropriations). Authorizes the Office of Personnel Management to reduce the procedural burden on agencies when taking furlough actions, particularly those resulting from budgetary constraints. Authorizes agencies to order repayment of bonuses and awards when performance or conduct issues are discovered and it is determined the bonus or award would not have been paid had these issues been known at the time. Ensures adequate time to evaluate a new employee to determine if the employee should be retained by extending the probationary period for competitive service appointments and SES members from one year to two years. —- In a press release, the American Federation of Government Employees wrote: There is no merit to H.R. 559. The bill dismantles over 100 years of protections and over 40 years of federal statute ensures the workforce is protected against political cronyism and that the public good is protected against the excesses of a political spoils system. The union also takes issue with the “punitive in nature” provisions of the bill. For example, the AFGE notes that a federal employee who is convicted of a felony could face a reduction in the retirement annuity or could face the loss of a bonus or award under the provisions of the bill. “This bill has a considerable way to go before becoming a law. It has a good chance of passing the House in some form. It has a lesser chance of passing in the Senate. Been there, done that as a supervisor during federal furloughs and shutdowns, including during the furlough Fridays of a few years back to meet the sequestration numbers. Ugly, ugly times for morale among my people it was.

The man has no respect for the doctrines or principles (i.e. the fundamental truth or proposition that serves as the foundation for a system of belief or behavior or for a chain of reasoning) that founded this very great Nation, and he is absolutely willing to sacrifice what we all hold dear for the sake of his ego.
Only if a "shutdown" truly meant absolutely no civil service employee could work, including the Air Traffic Controllers, and military service members; only then we would see how fast he would be willing to boastfully make these claims.
If no civil servant worked a single day during a shutdown, and the Fed Gov't totally shutdown, not a single elected official would ever let it happen. Ever. Period.

Government shutdowns have happened under Presidents of both parties. Eight times with Carter, Clinton, and Obama. Ten times with Ford, Reagan, and G H W Bush. I'm not fact-checking what's reported by CNN, so if the story is wrong, it's on CNN.
