The text of the bill seems to indicate that only political appointees whose pay in linked to the Executive Schedule will not receive the pay raise. I think ALJs and GS15s will still get the raise.

I've been digging into how this worked in 2019 because there was generally similar language. This is a bit of a rabbit hole. I also feel like the end result will be like last year, where ALJs do benefit from the cost of living adjustment. I don’t really understand what the difference is w/ payable rates versus official rates and how this EX pay freeze intersects with it all. I am not sure how the locality pay increase factored into this, if at all, but the ceiling did move and the high step 15s, ALJs, and all the other folks on the higher end of the payscale got some form of a little bump. This is also just 2019. No guarantee 2020 replicates this.

Actually, SPN Lifer, I do think the attorney advisors and the paralegal specialists have it harder. Lump of coal harder. ALJs have the higher salary, and we rely on the writers to do the hardest and most monotonous work—while being closely monitored by a manager with a stopwatch. I’ve got it relatively easy, and can ignore Management’s annoying exhortations...and do.

Saved me posting a link. The political appointee language on SES as I recall caused some confusion last time around as well, but we got the order sooner and OPM finished the tables sooner this time.

Looking to 1st year pay for a DC area ALJ, they went from $143,675 in 2019 to $148,747 in 2020, which is slightly in excess of a 3.5% increase overall. So yes, it would appear ALJs did in fact receive both the base and locality raises. However, due to the fixed top-out for all ALJs regardless of locality, many wont see any change based on locality bumps.
