This may be slightly off-topic on this board (and certainly not of interest to non-ODAR employees), but the Deputy Commissioner announced late Friday, after permanent vacancy announcements for each had been posted, that the Acting Regional Chief Judges in Regions 1, 2, & 3 were each being replaced by a different Acting RCALJ. Does anyone have any information (or even a plausible theory) as to what's going on here? Are they resurrecting the idea of combining regions? Considering eliminating regional offices altogether?

Things seem somewhat slow now we're all waiting for OPM to compile the registry. Additionally, as Pix pointed out in her post yesterday, SSA is unlikely to start moving on the hiring until they have a real budget. So it's a good time to look at something slightly off topic (but very fascinating) like the new acting RCALJ announcement. I'm far away from the centers of power in my field office and have no real insight on what's going on here. So anyone got any insight they'd like to share?

It could be some are being put in prepatory to being made a permanent regional chief. But is could also simply be agency favorites being allowed to pad the resume for later openings. If you look you will see that the regions bear no rational relationship to work loads or to any legal system such as U.S. Circuit Courts. They mirror SSA's division of the country. As usual no sense or logic was used. Region IV is huge. Other regions have 6 to 8 offices in the entire region. Anyone with any real world experience in management would break up Region IV and maybe VI. Others would be combined. I am not sure that regional offices are even needed with modern instant communications. None of this will happen, but it is fun to speculate.

It could also be a rotating schedule. We have had that in the hearing office and I've seen it at the OCALJ level previously.

Do the Acting RCALJs get temporary promotions to ALJ2 positions? If I read the announcements for the RCALJ correctly, you have to have the equivalent of time-in-grade at the ALJ2 level, and it may be that these folks are management favorites who do not technically qualify for permanent promotions. This is pure speculation. I would not by any stretch of the imagination suggest that any form of pre-selection has ever occurred or would ever occur in OHA/ODAR.
