Oh my! This may be the easiest job on earth! I spoke to the Chief ALJ at ED a few years ago. The ALJs in Dept of Education have almost no hearings. They are so bored that they do other things in the department which are unrelated to possible hearings. He said that the last hearing (as of 2015-16) was back in the early 90s.
The ED ALJs hold hearings on student loan financial institutions losing lending privileges (almost never an issue since the feds took over the program many years ago), loss of federal funds for civil rights violations by schools and colleges (again, never happens because the agency always negotiates settlements). They may do some personnel hearings, but I don't remember.
My uninformed guess is that there is someone in ED HQ who wants the job and they are advertising for appearance sake. Apply if you remember that old "Maytag Repairman" commercial!

not so much that but the small window of 50 suggests that those in the know could get in. I tried, got almost to the end and the Monster part of the system said my resume wouldn't attach. Went back, it was there under the documents to be forwarded, tried it again. My dashboard said "unavailable," so I assume that by 5:53 p.m. they'd reached their limit even though the message on the USA jobs site hadn't changed.

Suspect they have one vacancy but are using two different postings so that they can best justify their internal candidate. They will likely consider the external applicants for both vacancy lists and determine whether their internal candidate is more competitive against the applicants for the first or second list, discarding the announcement to which the more competitive applicants responded. Unfortunately I've seen that done at prior agencies, often to avoid veteran's preference candidates.

I applied for the Chief position and, referring to a previous post, attaching documents is tricky. Be sure to check the almost invisible box on the top right of the uploaded document to access the “continue” option.

The glitch was in the transmission to the Monster system. I went back to the "documents selected" final box of the USA jobs system, yup, all there, all waiting, sent them over , but only a couple seemed to make it. For documents that don't attach, on the left hand side of the Monster page where you attach documents it gives the options of "fax document"--which requires that the agency divulged its fax number--and "reuse a document." As no fax number, I reused an older resume (which had all the essential information), rather than submit an application missing all of the required documents. It was then given the green lozenge on my dashboard of "received." Always something new--isn't that so why we are still in this game? Can't walk away from that brass ring! Good luck to us all, and let us hope we didn't just waste our time and energy participating in dressing up the process of annointing an already made selection.

FYI - both ALJ positions had the following interesting language:
In consultation with, and with prior approval of the U.S. Office of Personnel Management, and with the consent of the Department of Education, the incumbent may be called to another agency on a temporary basis for the purpose of conducting formal administrative hearings before such other agency.

This is standard for small ALJ offices in DC. Some agencies need a hearing every now and then but don’t have an ALJ on staff.

It’s a monster problem.

Sounds great with a terrible location Terrible location meaning DC? Not for everyone but definitely a location a lot of people would be thrilled to get. On an unrelated note- the job indicates occasional travel, 25% or less. That's really not all that informative- there is a huge difference between traveling one week a month and one week a year. In fact, I'd argue traveling one week a month is closer to traveling three times a month than it is to one week a year- either way, you need to be able to travel pretty frequently. Kind of like when we describe someone as being able to only "occasionally" use stairs- if someone climbs stairs for a third of the day, every day, they are going to be in Olympic athlete level of physical conditioning.
