I haven't had time to go through it yet, but I'm thinking due process isn't going to be a hallmark of the report.
EDIT: appears there's nothing to see here, just a lot of warm (not even hot) air. I did come across this comment: "I have not heard in the current debates over the APA anyone who seriously has contended that the APA’s adjudication provisions need to be amended. The real question perhaps is whether more adjudications should be brought in under the coverage of the APA."
