Good morning, Following position with many vacancies in Richmond, VA was opened. Closes on 5/7/2021 www.usajobs.gov/GetJob/ViewDetails/599120700Generally, the position is described as "[the] Unit Chief Immigration Judge, the incumbent serves as an Immigration Judge in formal, quasi-judicial hearings conducted via video teleconference (VTC)."

Richmond is a new court. I believe VTC like Fort Worth and Falls Church. From my understanding, many vacancies is accurate.

My query would be the "many openings" and then unit chief--will they all be unit chiefs? As it says they control the staff does that mean they control their dockets? Or is it as I have heard, that the Court Administrator controls all?

Yes, they would all be unit chiefs. As to what control, it is hard to say. This is a new classification. I also imagine the cases that would be heard would be from the Eastern Time Zone. But that is pure speculation on my part.

But that is pure speculation on my part. When I first started at VA about 15 years ago, we had a "decision team" structure. I was on DT IV, which was the Western US. Being DC-based, our team's Judges always had to wait until the afternoon for their video hearings to start. That structure is long gone, but from that experience, I can see how much your point makes sense.

I suspect it would be structured on the SSA NHC model where the judges hear cases by VTC all over the country.
