Probably a gs12 SSA writer's only chance at a non-supervisory 13. In 3 years I'm either unemployed, I'm a 13 at HHS, or in 20 years I'm still a 12 at SSA. Do I roll the dice? This is one of those very few jobs that SSA decision writer experience might be considered relevant. If I was a GS 12 at SSA I would definitely take the risk of jumping into this gig at HHS.

That is if you want to get out of that circle.

SSA is fine, it's not bad. It's just dead end. I'm in kind of a secondary city in flyover country so alternatives don't pop up to often. I feel like I would have anxiety the entire time on an NTE 3 year which might not be worth it.
Maybe you could work for a hospital or an insurance company trying to get medicare reimbursement or something after? I don't know.

Are any insiders applying for these spots since they go up to a 13? I’m not. HHS and SSA go hand in hand. In 2018, SSA hired a fairly large number of attorney advisors across the country. Those positions were NTE 4 years. It’s my understanding that many/most of those positions have not been made permanent. The fear among those I know is that with such a low number of cases needing to be written, they won’t be made permanent. This was the result of the idea that “the backlog needs to be reduced as quickly as possible no matter what happens long term”—an idea that has been exacerbated by the pandemic and low applications. It’s easy to see the same thing happening with HHS.

So you’re saying some of the NTE DW’s from 2018 have been made permanent? Nobody from my office (including myself) have not been. Since we got here there’s been like 4 attorney/paralegal retirements, so ideally there should be room for us but I have to say I’m feeling a little antsy here!

If I were NTE at SSA I would definitely apply for this. I dunno what's gonna happen but I've never seen nationwide pending writing below 9k like it is now. I think CEO or something similar will have to be made permanent, they need a new workload for writers. Also receipts might not come back with demand for low skill workers being so high right now.
I don't think I can apply though I'm about 6 years into public service loan forgiveness. Losing the job at year 9 of 10 would be pretty devasting.

They may have been hired in 2017 on 2-year NTEs. Some got extended before being made permanent, IIRC.

I agree with above comment that those on NTE may want to apply for this position. It does not hurt to have options while SSA decides what to do about the NTEs.
My bet is SSA will not make a decision on NTE until the last minute. They will use this FY and after to get rid of those employees that are “low producers.” However, they will keep many of the NTEs with the anticipated increase in receipts. Another factor whether they keep the CEO process.
Search this forum and you will find comments from members who went from SSA to HHS and really enjoy it.
