What a puff piece. I am sure Terry would object to him taking credit for all of those accomplishments.
During the pandemic, I thought he had retired because there were two years that he went silent

Being chief judge seems like a big job. Does anyone else remember another high level manager at SSA (or anywhere) who has gotten permission to run for a non-partisan office as an outside activity? Being an alderman is also a high level job. Could this mean a new chief judge is in our future?

Can't think of anyone else running for public office. It just gets super tricky under the Standards of Conduct. Must've had OGC's designated ethics official sign off on running.

The last administration proved that Standards of Conduct are optional. I chuckle when I get these e-mails about the Hatch Act when the WH Lawn was where the Party Nomination was accepted

I finally looked at Pat's campaign ad. Not good. I think he can ethically refer to his official position and "accomplishments" in a campaign for public office, but it is one of those things one should probably not do or he could end up going the way of the last commissioner.

Don't all ALJs sign off on standards of conduct each year? Plus, Pat must be a deciding official on discipline, so he needs to keep his nose clean. References to official position and job accomplishments are tricky, let alone soliciting for campaign donations. What does the campaign do about subordinates donating? His wife is also an ALJ and involved/photographed on the campaign website.

I can’t imagine Chief Judge Nagle would actually ask for campaign contributions from his colleagues. I think it’s worthwhile to point out to anyone considering an ALJ spot here or anywhere in the federal government, that you do have to get permission to engage in an outside activity, and certainly outside employment. The appearance of impropriety is always a critical part of the analysis for all ethics questions, and a regular line judge doesn’t supervise or make policy, so it’s possible you could still do your side hustle or activity if you become an ALJ. But you won’t be able to continue your practice of law.

The writer was already on the council when hired and I think ran unopposed while working for SSA and has since left. So campaign issues never arose.

Alderman in Chicago pays $115,560 or more in annual salary -- abc7chicago.com/chicago-city-council-meeting-alderman-salary-election-day/12165782/. Combining the alderman salary with Pat trumpeting his position and "accomplishments" and soliciting donations toward the campaign is trickier. Use of position for personal gain is an ethical hard no. The union wants the NHCs gone, and Pat's NHC judge wife campaigning for him seems to support their argument. Judges forced to schedule 50 hearings a month wouldn't have time for this.

Bad judgment of a chief judge is a serious matter. He is the deciding official who removes judges.
If Judge Nagle resigned before running, he couldn’t be in violation of ethics regulations. From what I’m piecing together, I think the real problem is using his official position in his campaign messaging for personal gain, which violates the standards of conduct. I wonder what would happen to a line judge who did that?

As the old saying goes different spanks for different ranks.
How can you be an effective Alderman in Illinois while your full time federal civil service job is in Falls Church VA? Oh wait, there are different rules too in addition to spanks. The question should be how can you be an effective chief judge when you are an Alderman in another state and rarely if ever set foot at ODAR HQ?
