As the old saying goes different spanks for different ranks. How can you be an effective Alderman in Illinois while your full time federal civil service job is in Falls Church VA? Oh wait, there are different rules too in addition to spanks. The question should be how can you be an effective chief judge when you are an Alderman in another state and rarely if ever set foot at ODAR HQ? Bad judgment indeed.
