This says it's not in the competitive service, but is in the excepted service. Is this the type of thing that would be a "removal at will" sort of scenario, like in the case of an administration change in DC that suddenly wants a more/less industry friendly ALJ in there?

It is not currently "at will" as there are APA removal protections for ALJs that exist regardless of the competitive/excepted service delineation. How long that lasts is a subject of speculation on this Board, and no one knows. The Supreme Court could certainly toss statutory removal protections for ALJs in the next couple of years given their stance on the administrative state, but they might not. I have no idea and can't even guess. There are only so many things we as applicants can control, though, and a ruling on the APA's constitutionality is not one of them.

I recall someone once describing this job and it sure seemed like it was a lot more than 1-5 nights of travel per quarter.
