Departmental Appeals Board ALJ requirement for 1 year GS-14

Hi all,
I’m a GS-13 within fed gov (1.5 years), and with 7.5 years of clerkship and litigation experience prior to that. I’ve looked over the DAB at HHS, and their different ALJ and AAJ openings over the past couple of years. (They’ve been mentioned occasionally on this forum.). The part that’s catching my eye is that in the three past openings that I’ve found, for ALJ and AAJ positions, open to the public and/or internal to the agency, from 2020 to this year, all require at least one year of service in a GS-14 position, or equivalent, in federal, state, or other employment.
“To be considered, applicants must possess a minimum of 1 year of experience at or above the equivalent of the GS-14 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all technical qualification factors will automatically exclude you from further consideration.”
This is in addition to the standard seven years or more of service practicing as an attorney, etc. My hunch is this is an agency-specific requirement, as other ALJ postings at other agencies don’t include it.
I know someone mentioned this in an older thread, but I thought I would revive to see if anyone has more info on what that requirement means for fed gov attorneys who are at GS-13, but who might arguably qualify under this “equivalent” rubric if applying from outside the fed gov. How do they assess that applicant? How much or in what way do the prior years of experience combined with current employment and duties (assume it is very relevant) add up? I ask bc it is at least plausible that an ALJ opening occurs there this year before I’ve become a 14. I know they had a bunch of openings at DAB two months ago, for which I did not apply.
