Why wouldn’t SSA take its own retired ALJs as senior judges? I know plenty who would jump at the chance (as well as current ALJs who would retire if the senior judge program was active).

I would think that it would be rare, too, but there is greater geographic availability in SSA than any other agency. You can’t work for the DOL or OMHA in Mt. Pleasant or Paducah. Now if only six locations were offered as reported, I think it would have few takers.

This solicitation appears to be a 5 CFR § 930.208 loan situation. 209 defines Senior ALJ exactly as you state it.
But 209 states "if OPM is unable to identify an administrative law judge under § 930.208..." so this 208 loan attempt appears to be a prerequisite before SSA Senior ALJs could be brought back from retirement.
So either the solicitation used a term of art inartfully, or maybe it can apply in this situation due to the intertwining of 208/209. No idea.

I kind of hate to be "that guy," but we are losing the plot a bit.
Just for the sake of the anxiety of all the candidates currently waiting, is it possible to move discussion of Retired/Loan ALJs, or other tangential commentary, to another thread?
I only ask because, as noted above, when those of us currently in the waiting situation see this specific thread updated, we can tend to get excited/worried/whatever emotion as we nervously check to see if some important scuttle or real news is dropping. I don't doubt that the discussion of Detail/Retired ALJs is important. I am sure it is, and it might very well impact overall number of new hires; I'm just suggesting that maybe it be discussed elsewhere on the Board.
I have no power here, so of course, will defer to Pixie's expertise and will shut up and color if needed.

Having said that, your point as to increase in anxiety when the hopefuls see this thread updated is appreciated. Sorry to add to that by this response. Still, when offers do go out, from past experience, one will know because this thread and the Board generally will light up like a Christmas tree. Happy long weekend to all current feds. Not sure what the correct wording is. Happy Juneteeth sounds odd, but I am open to being corrected.

5 CFR § 930.209(c) (Senior Administrative Law Judge Program) - "...If OPM is unable to identify an administrative law judge under § 930.208 who meets the agency's qualification requirements, OPM will approve the agency's request."
5 CFR§ 930.208 is "Administrative Law Judge Loan Program—detail to other agencies"

Could be transfers or have come through the regular hiring process.

I went through training way back when with a Medicare ALJ. Came over to move back to their home city. They got to train with a lawyer from their office who had been selected.
