Somebody I know asked me whether I thought the end of the fiscal year would impact on the timing of the notice of results (NOR) and whether the continuing resolution for the new year would block action on the 2008 applications.
Any theories?

Any theories? End of FY should not have any impact on NOR (unless the same people at OPM who are scoring the results and sending out the emails with the scores are also charged with end of FY reports - not likely IMHO). Remember, the scoring and testing is being done by OPM, and this is something that they do as part of their regular job duties. Hiring, of course, is a whole different animal (and we're talking a whole different agency - SSA). Hiring is always impacted by budget and whether the $$$ for the new positions is in the budget. That being said - Congress has decided that FY 09 is going forward on a CR, without an approved budget. That means each agency is held to the same spending level as they were in the last approved budget. I don't remember whether the FY 08 budget ever actually got approved, but I'm assuming it did (I know we were on CRs for a while there). Assuming it got approved, SSA would be held to 2008's budget, which, if you remembered, included $$ for hiring ALJs. So my theory, which is mine alone, is that the CR would not impact SSA's ability to hire in 2009. What will impact the decision to hire will be politics, media attention, etc., just like this year. Feel free to disagree.

The CR slams the door on hiring until the 09 budget is approved. The $$ for "hiring" new ALJs in the 08 budget was actually $$ to pay additional judges. Those judges are now on board. The $$ to hire more judges does not exist in a CR. The CR maintains the status quo ante as of the time of the previous budget.
