Folks, The Federal Administrative Law Judges Conference’s (“FALJC”) Obama-Biden Transition Team Briefing Book recently was posted on the Transition Team's website at: change.gov/open_government/entry/faljc_report_to_the_president_elect/. As you can see in the Briefing Book, FALJC advocates (1) continued opposition to several agencies’ recent legislative proposals that would undermine the APA, (2) the formation of an ALJ Conference as an independent agency to take over OPM’s functions regarding the ALJ program in order to address OPM’s failures with administering the ALJ program including the ALJ exam process, (3) ALJ pay compression relief by excluding locality pay from the federal pay cap, and (4) passage of the ALJ pension bill. FALJC is a voluntary professional association of federal ALJs that was organized in 1947 for the purpose of improving the administrative judicial process, presenting educational programs to enhance the judicial skills of federal ALJs, and representing federal ALJs in matters affecting the federal administrative judiciary. Its membership includes ALJs from virtually every federal agency that employs ALJs. Because of its broad membership base, FALJC is the only independent organization of judges that speaks for the entire federal ALJ corps.
