Do not the appeals of the folks on the last run have to be adjudicated before any new selections this time around?

There are two times when people appeal: when they receive a score of zero and when they receive a score greater than zero but lower than hoped for. The "zeros" are denied the opportunity to take a wd and si. I received a zero in July of 2007 (thus my name).
I filed an appeal of my "zero" classification immediately in July of 2007. OPM denied the appeal some time in April of 2008. By then, I think the job offers had already gone out.
Now there were reports of some appeals being adjudicated as early as September/October of 2007 and some of those people were allowed to join the WDs and SIs in 2007.
But speaking for myself, OPM did not wait on the disposition of my appeal before moving out.
Does anyone have anything to report regarding a "score" appeal from last year? I got the impression that it was basically the same thing, i.e. OPM waited until after the job offers went out before telling most people the outcome of their score appeals.

If only that were so, Zero. I appealed my score (NOR) and have heard nadda. As far as I know no one who appealed their score has heard anything. A25

Scores were sent out 10/30/07--so almost 15 months A-25
Hopefully, your score will get you on the cert, zero!!

Is it my imagination or do I get the impression that at OPM, these appeals go down a Black Hole and are never heard of again?

It's not your imagination. There were posters on this board who predicted that very thing so no one should be surprised.

Several sage posters pointed out that one stood a better chance of getting picked in 2008 than winning an appeal of the 2007 result. I can only say that if OPM put a lot of analysis and thought into my appeal (which was denied), OPM kept this analysis to itself. I remember reading from posts that the appeal denials appeared to be pretty much identical.
I can't remember for sure, but I already knew the 2008 announcement was imminent when I got the result. Bottom line, the appeal decision was rendered beyond the point when I stopped caring about the result and was focused on the new announcement.
So the appeal process is more like a wormhole than a black hole in that something will come out the other side but when it does, we will be far far in the future (and probably have invented warp drive).

I should add that in one of the many ironies of this process, it now appears that the worst possible thing that could have happened to you is to get a low score in the 2007 because the score was received too late to try again in 2008. If you got a zero, however, you were free to try your hand again.

Zero, I'm not sure about the basis for your particular appeal, but when you are issued a denial, isn't it true that you have a certain time period to appeal..I think then the Agency (OPM) has 180 days to address your appeal, and if it does not, you have the option of appealing to District Court?? I am assuming you appealed after OPM's final decision/denial...so you are now sitting in the 180 day limbo? You are entitled to a hearing on this eventually, are you not? I guess you can litigate it yourself, or hire a private attorney, take it to DCT, or wait in limbo until OPM gets around to giving you a hearing..I, and I think others, would be interested in busting open this mystical hierarchy at OPM..after all, we are all lawyers here; we can put our heads together or at least help each other...we do not have to be victims..let us know what that denial letter letter said and where you took it from there..

jcse: If there is an option for a higher-level appeal, I didn't pursue it. I seem to remember that the notice specifically told me there was NO further appeal. It sounds like you are used to a Title VII (discrimination) process which has some of the features you described.
