Well, Charles Hall's blog reported that the draft bill for the economic stimulus act has $500 million allocated for SSA disability claims processing (40 million is specifically allocated to health information technology). So that still leaves $460 million assuming the proposal eventually gets enacted into law. socsecnews.blogspot.com/2009/01/economic-stimulus-bill-has-900-million.html#linksInteresting times. ;D

Disability claims processing includes field office activities and State Agencies. ODAR is just a small part of a very large activity. Approximately 10-11% of all SSA personnel are in ODAR.
