To all those receiving NORs...don't count yourself out..you may still make the CERT-- Just wanted to let you know though that the OPM folks sent me a replay email to let me know that they have been dilligently working and are now 1/2 way through the appeal requests! You wouldn't think it would take so long to just stamp a "no further points awarded" on it, would you:) A25

What is a viable basis for an appeal? Can you simply request a recount or do you need to have some extenuating circumstances?

In the last e-mail I received, they ask for a brief explanation of the basis for your appeal.
So, what do you say, "I appeal my score because I think I did better than that?" I'm being facetious of course. But truth is that anything I may say is probably going to sound like that to them. Given my geographical preferences, I don't think the meager bump up I might get from an appeal will do me much good in any event.
However, does anybody out there have any examples?

You received something from OPM regarding your 2007/2008 NOR appeal? I have yet to receive anything despite checking on it twice over the last year. I guess I will send another inquiry. OPM's apparent deliberate slow pace in processing appeals does us a disservice. This will be the second SSA certificate filled while we wait. Thanks for the update.

No. I'm just referring to the supplemental information e-mail which states that:
"All appeals must be submitted via email to aljapplication@opm.gov, have "APPEAL" in the subject line, and contain a brief explanation of why you believe that your rating was assigned in error."
So, I'm referring an appeal of the score I just received on Friday and asking what that "brief explanation" might be.
Sorry if I caused any confusion. I realized this thread is about last year's scores. But, I thought I'd throw the question out there because people who appealed thier scores last year are looking here and might help me out.
But, I gotta tell you, I'm thinking about forgetting about this and moving on.

As far as a viable basis for appeal, again who knows? I have no idea on how I did on each question, so I gave some general statement that had a subtext of "I know I'm not the sharpest knife in the drawer, but my score seems to indicate I can't even tie my shoes." Then I just rehashed my experience and net worth.
You can see how it dazzled 'em!

Arlne 25-Thanks for the laugh. I sure need it after seeing my score. I will appeal but have no realistic hope of it improving. The only consolation is, if it goes lower, it can't hurt me.
I have been over this in my head since I got the score, and frankly, I thought I did well, so I have no idea what to do in order to do better. I guess I could quit my job, become a litigation attorney or something, but I don't know how I would eat in the meantime.

The process is so unfair. It doesn't make any sense that you appeal something that seems totally unfounded. Lack of fairness is the issue here!

The questions that everyone has on this thread is exactly what is wrong with this process. Everything is a big secret. Not only do you not know why you got the score you did, you don't know what area you may have done poorly in. Did you mess up the writing?-It was time pressured and maybe not everyone has the typing speed needed for such a process. Did you mess up the interview? Fail to answer the "secret questions" appropriately? How would you know? Do you appeal the fact that you were asked to waive the number of people on your panel or the composition of your panel when failure to waive would have cost you hundreds of dollars (or in some people's cases non-waiver was not an option-there was no more time to schedule interviews.) But what good does it do if the "interview" was your best score and the writing was the problem. There is a reason the process is so kafka-like and it is to keep as many people as possible in the dark so that they are too confused to formulate a reasonable and legally sufficent complaint. As for fairness-how can anyone tell? Who knows what happened in any individual case? But we knew this going in and decided to jump on the merry go round anyway. If we had won-we would be secretly happy and outwardly supportive of those that did not make it. Good luck to all that appeal. Ifnothing else-maybe it could encourage a more open process.

My question yesterday was actually intended for arlene25. Have you received something other than a form notice from OPM during follow-up of your 2007/2008 rating appeal? I have e-mailed them multiple times over the last year and only received the same goofy form response each time. It sounds like OPM at least tried to give you an idea it is working on your appeal. They will only confirm receipt of my appeal and the follow-up inquiries.

MD, I'm sorry. I just got a form response from OPM. Their response to my prior emails only acknowledged receipt of my appeal. This time they said they were 1/2 way through the appeals...I thought it was news. I guess not!!
