Although I am relatively new to this discussion board, I have already seen a great deal of inconsistency in discussions concerning the relevance of scores. I know that scores are relevant in determining whether someone will be put on a certificate of eligibles for hiring, and some have contended that scores are irrelevant beyond this point. Do scores have additional relevance even if one is listed on a certificate? In particular, are they a factor in determining (a) which geographical locations an individual will be considered for and (b) which of several candidates who are interviewed for a particular location/position will be hired?

Oh dear. I do believe I hear Jackie Gleason's voice saying, "And awaaaaaay we goooooooooooo!" This poor subject has been beaten around the boards so much, both the WWW and here, that I am surprised it can raise it's hoary head once again. Poor thing. Do scores have additional relevance, after placement on the Cert? Well, they certainly have relevance once SSA has put a slot in a city up for fill. Once that has been done, the top three scores for that city must be considered by the agency for selection. (The question that some, including yours truly, have batted around, is whether the agency can decide what candidates they want in the group of three and hold that slot in that city back until they can get that group - under the "Rule of Three.") Once IN that group, they have relevance if there is a preference-eligible veteran candidate in the group because to be selected over that individual, a non-reference eligible candidate would have to have a higher score. Other than that, as long as the ageny has violated merit principles in making the selections, the agency can select #100 over #1 if they want to. Are scores a factor in determining (a) which geographical locations an individual will be considered for ...? No, not really....it's a balance between when the agency puts the slot/city up for fill and where you rank on the cert. If they put up your tenth listed city the first time your name/score makes you one of the "Rule of Three," then that will be the first time you receive consideration. Are scores a factor in determining (b) which of several candidates who are interviewed for a particular location/position will be hired? Who knows, once you are in the group of three being considered ? That is up to the Selecting Official. Since you are an insider you will know better than I whether the SSA would prefer to move an individual to another location when they are going from being a staff attorney to an ALJ. Some agencies would think that would probably be the best thing to do. Other agencies may not.

And I would say: "Here we go again!" The SSA cares not one bit what score a candidate received from OPM. Once on a certificate, the only real relevance the score has is to determine whether a score places a candidate in the top three for some location* and above or below a veteran for that location. And even VP can be manipulated by the hiring agency. Find the thread called the Three Strikes Rule, or something similar. There you will find more than you ever wanted to know about the subject. _________ *In a multilocation certificate, there will probably be more than three names for many of the locations.

JH, you'll have done some good posts, but that was an A+. I've read every post and that was the most succinctly informative I've seen. And you've set yourself a high, high bar.
