Astrue to Congress: "We are also working with the General Services Administration (GSA) to expedite opening 10 new hearing offices. (See Appendix B for a map of the planned hearings offices.) We are adding centralized centers for case pulling and decision writing in the regional offices to more quickly accommodate our needs."

Centralized centers for pulling and decision writing, especially decision writing, will certainly come to no good. This has been done before with poor results, from the judge's perspective.
Speaking of new sites, today OCALJ released an announcement (existing judges only) for the new NHC in Baltimore. I believe there are six positions available.
