My baseless theory for the belated cert emails is that there are few high scorers with wide open GALs left. In the past, when ODAR requested 90 names from OPM, it went down the list and took the top 90 scorers with any city on the cert without ensuring every city was covered by 3 candidates. With so many wide GAL candidates, it did not matter. When I made the cert in July with a limited GAL and didn't make it in August when 2 of the same cities were on the cert as in July, I was surprised. My theory is that there are probably a lot of high scorers with NYC or SF area limited GALs. When these 2 locations came up on this cert, many of the names only had these locations. When ODAR examined the list, they may have realized that they had 30 candidates for the Brooklyn location but 1 for the Hartford location. In the past, there were always people on the list with wide open GALs but they have been picked up. Again, I am not an insider and just my theory.

Crazy as the process is, it's nothing compared to the happy disruption of relocating on 3 Weeks' notice. The agency has proved time and again that it is willing to do this, and if you report on October you'll be looking at that timeframe. Good luck all.

About the report date... given the discussion elsewhere about the start date generally being at the beginning of a pay period, and figuring in that the holiday season is fast approaching, what's everyone's best guess about when the start date might be, to accommodate both the pay period issue and staying away from the holidays falling in the training period? It would seem that they practically can't have a November start date without colliding with at least one holiday. What few interviews there are are the last week in Sept. They have to be planning on making selections pretty quick. Second pay period in Oct starts when? I don't see how they could make the turnaround for an October start date, unless they have decided pay periods don't matter this time.

The timeframe seems to be (with no insider information on my part) the kind of thing that happens when they want to get the new hires committed before the end of the fiscal year. I did not notice the interview dates - are they scheduled early enough to actually get choices made (assuming a best-case scenario of ODAR's ability to do so) by September 30?

It was less than 5 weeks from cert email to offers for July hire. So that would be week of September 19.

Someone upthread mentioned that they know a HOCALJ who was asked to do interviews last week of Sept. Perhaps they have moved those up a week or so?

Well, one good thing about this crazy new cert is that it gives another chance to some deserving people who have been on the board for a long time, like allrise, Observer, and Propmaster. Good luck!

Am I correct in assuming that if you were already interviewed for a prior Cert, they do not reinterview? I was interviewed approximately 2 years ago, should I be looking for an email regarding a new interview? Thanks

Fyi, interviews were held this week - seems likely that choices will be made in Sept. with a start date for early October.

Pure speculation, but they wouldn't likely want training interrupted by two federal holidays (Veteran's Day and Thanksgiving), so I'm thinking a report date of October 11th, after Columbus Day, with training starting on October 24th. That report date would also be at the beginning of a pay period. Maybe offers the week of September 12th?? September 19th??? ...but... who knows??!

Thanks, that's what I've been trying to figure out, how they would get everything done before the holidays and stick with their pattern of starting at the beginning of a pay period (I don't think they can avoid having Veteran's Day in the middle of training, just as your proposed schedule indicates. But, as you also said, who (among any of us, anyway) knows??
