The lowest starting pay rate is $118600, which is the Rest of of US under the locality rates. Transfer offers are more active with an anticipated new hire so the agency can fill as many offices as possible. However, they do happen on an ongoing basis with consideration of office workloads.

Does SSA only process transfer requests when it anticipates requesting a certificate? No. When an ALJ retires from, transfers out, resigns, etc., from an ODAR, if there is an ALJ on the "transfer to" waiting list for that ODAR - regardless of there being/not being an anticipated certificate - that ALJ should be offered the position that is opening. If there is more than one ALJ on the "transfer to" list, the ALJ that's first on the list gets the offer, though an ALJ in management wanting to transfer to the same ODAR can bump every non-management ALJ on a "transfer to" list.

Currently NHC ALJs are classified as management ALJs and can have precedence over ALJs on the normal transfer list, assuming the NHC is willing to let them transfer. However, this issue is one of the hot topics of the on-going CBA negotiation and I would not be surprised if it changes in the future.

If an office on the cert has a current vacancy, and there is someone on the transfer list wanting to go there; is it mandatory that the transfer request be granted? Or is it possible that the vacancy can be filled be a new hire?

The offer has to be made to the first person on the list, an offer does not have to be made past the first one on the list if there are more than one.

But, past practice has been that they will go further down the transfer list and usually someone on the list will take the transfer.

I have been through a couple of previous rounds without being selected due to my limited GAL. Last Friday at least three of my references were contacted (all of whom had been interviewed before). Any one else had similar activity?

My references were called but have not heard anything about interviews. I've not been interviewed previously.

My references were all called in the 2011 Cert. I was interviewed in Falls Church in 2011 and do not expect to be interviewed again on this Register. I submitted my new documentation on 4/2/2013. So far, I have not received word that any of my references have been re-called for this 2013 Cert.

Is there any way to confirm that SSA received the return GAL and Personal History etc. forms that I sent back on 4/2 for this current Cert? None of my references have notified me that they have been contacted. They were last contacted during the 2011 Cert, and I would expect them to be contacted for this Cert. I am beginning to worry that my submitted documentaion was never received.
