When an opening happens in an office, all ALJ's on the transfer list for that office are sent an e-mail asking them if they would take it if it was offered to them. Response is requested in three days. Many Judges are on a transfer list in a holding status, waiting for closer to retirement to take the transfer. These Judges respond negative to the afore mentioned e-mail. At that time, OPM will send an e-mail to the first Judge on the list that responded affirmatively. They have 3 days to respond. Naturally, almost always, they accept as they have already told the Agency that they would. If not, the e-mail goes to the next one on the list that said they would accept. Since a Judge can now select 5 locations to put on the transfer list instead of 3 like it used to be, the transfer list has gotten much longer for all. The upheaval of HOCALJ's throughout the U.S. has made some offices that were thought to be unable to transfer into possible. The HOCALJ's stepping down get to go in front of all Judges on the transfer list and this has caused some problems for Judges that thought they would be the next to get into an office. It's kind of a mess right now..
