In accordance with the CBA, is there a minimum number of days they are required to work the transfer list? Since they just did this less than 2 months ago, I can't imagine much has changed for most folks.

As i understand it very very roughly, odar has to run a transfer list before it issues a new cert or something along those lines. so in order to in effect hire more people, ODAR has to do the transfer list first. and "more" people can include people already on the register but with a newly expanded GAL. if needed, someone else chime in to expand or correct what i have said. thanks,

Any updated WAGS as to when the Oct-Dec test group can anticipate a NOR based on this info? thanks. If this portends imminent certs then I posit it means one of two things and I honestly have no clue which (if either) is more likely. SWAG1 - They are about to make another run at the existing certs. Perhaps pulling refreshed certs from the people with NORs today but that would give them the full updated GAL lists that were not available to them in November. This explains the large number of cities with no hires off the November certs. It also reflects the agency's stated desire to keep the hiring train moving. When the new NORs are issued it will require significant time and resources to conduct interviews. This would allow ODAR to fill or partially fill a class with significantly fewer new interviews. While this is the most likely scenario for me to get a job it doesn't feel right based upon the other limited information we have. SWAG2 - OPM has told ODAR that the NORs will be released soon (next 10 business days or so). ODAR intends to get certs in ASAP on the tail of that release so it can begin interviewing. This feels right except it means that things are moving quickly something that has been rare to unheard of in this process and that ODAR will have plenty of time to conduct its hiring something that hasn't occurred since the first round of 2014 hires. both swags make sense.

Excellently put G! The only thing that makes me lean towards your option one is that this might/could/would lead to a smaller class.
Working backwards, if something is going to happen quickly, that would suggest that it would be small, since it doesn't seem appropriate to do a hiring soon and then wait till end of June to start that training. If they are not waiting until June, then it would likely be small, since they may need to fit the training somewhere. If they are going to do a small class, this may be more about pulling the current list with the new GAL.

I prefer a combination of SWAGs 1& 2...1 - both G's get The Call, perhaps for a very small class, and 2 - where those of us in the Oct-Dec group get respectable NORs within the next 10 days (or less), leading to even more respectable SSA interviews, leading to lots of certs, which of course, will lead to many, many acceptances of offers by this talented group. Oh to dream.

In looking back, I see that on December 22,2015 Gaiden posted that the transfer list was being worked. At that time, the cert was already out for the January hire.this new "transfer list notice" suggests that the 12/22 transfer notice was not related to a cert.
On November 4, 2015 the wise G-man again reported to the masses of transfer list activity.... the great pumpkin posted that the Aug. / sept. Testing group got their NORs on November 9, 2015, five days after the transfer list started being worked.that was followed within the month by the January hire cert.
From September 28- October 19, the two G-men (lookin' at you Gary) and others reported steady transfer list activity. There was a small hiring in September but I'm unsure if it was connected with this transfer activity.
For those of you (like me) trying to read the tea leaves ... I got nothin'. Maybe someone else can see a pattern in this to infer intelligent WAG. If so, please share.

The agency will send out an email asking if the judges on the transfer list for the target office are still interested. They have 5 days to respond. Then from that list of affirmative responders, the agency "shall consider" the name at the top of the list. If a transfer offer is made to that judge, then she has 3 days to respond. The agency will then consider back filling the vacated office with a judge on the transfer list for the vacated office. There really isn't a minimum number of days specified, but it does take a while to move down the transfer list. Pixie.

Within the context of this thread, and others, my WAG is that whenever the NORs come out, it could move like lightening, at least in terms relative to historical times. What with the legislative pressure on both agencies, including the influence of the backlog , and SSA's desire to move quickly this year. Of course, it doesn't matter to me without an NOR, but I am starting to look ahead to be ready for "real life" triage if I do get the ticket, and suddenly, the plane is waiting on me to depart! Urgently!

I heard it from a friend who, heard it from a friend who, heard NORs for the Oct-Dec group will be issued by the end of Feb. with the ODAR hiring process resuming in March (with expanded GALs).

It could very well mean nothing at all. I'm with Gaidin in thinking there isn't much to be divined from this intel (although it is greatly appreciated!).
We do know that ODAR has to work the transfer list for any given office before hiring in that office. But that really only has to do with obligations ODAR has to AALJ, not to OPM. Whether they have the actual cert lists in hand that they are ultimately going to use in hiring, or when they think they are going to get them from OPM, or whether they are going to contain all the new NOR people, probably has relatively little to do with the actual timing of working the transfer list.
The people with the most vested interest in seeing the transfer list worked before the next round of hiring, whenever that is, are the new ALJs hired in September 2015. That group is now past their initial 90 days (the last group to get the benefit of the 90-day rule before it became the 15-month rule) and those who desire transfers are now on the transfer lists for the first time. Also, there presumably was the usual spate of retirements effective Dec. 31, creating various vacancies throughout the system. So the time is ripe for a game of musical chairs. After all that activity shakes out, ODAR will be able to see where all the remaining vacancies are. It will have satisfied its obligations to AALJ. The ducks will be in a row for the next round of hiring, and *then* how things proceed after that will be more closely tied to what OPM does (or not).
The good news is that, in general, transfer list activity means hiring is on the way somewhere down the road. We already knew that, but it's nice to see confirmation of the wheels turning.
