For what it's worth, hiring closer to the end of the fiscal year can be better for a federal agency, particularly if an office not only needs judges but support staff. An agency is allocated budget for so many FTEs (full time equivalents). But an FTE does not always equal 1 person. If the agency has 10 FTE and 9 employees at the beginning of the fiscal year, it has room for one hire. But if 6 months into the year, the vacancy is filled, the agency can get 2 people because each counts at 1/2 FTE for the remainder of the fiscal year. By 9 months into the fiscal year, that one FTE converts to 4 people. The trick is to predict how many people will leave during a given fiscal year so that the agency stays within its FTE allotment.
